Legislative Appropriations Request (LAR)
Every 2 years, all Texas state agencies submit an LAR to the Legislative Budget Board (LBB) that outlines their funding requirements and needs for the next biennium. The LAR is the bridge between the development of the agency’s strategic plan and the General Appropriations Act (GAA) by providing a fiscal expression of the agency’s priorities. This fiscal expression includes quantitative information such as projected performance, projected cost(s), and methods of finance proposed for state services. The LBB, along with the Governor's Office, holds public hearings on each agency's request and prepares the general appropriations bill draft for consideration during the next legislative session.
Instructions, definitions and deadlines for the submission of the biennial Legislative Appropriations Request (LAR) are defined by the Texas Legislative Budget Board (LBB) and can be found at http://www.lbb.state.tx.us/. Additional guidance is provided by UT System. Efforts are coordinated with the Office of Governmental Relations to prepare and communicate fiscal impacts on proposed funding levels and legislation.
